You get Primary Education from 5 to 12, then Obligatory Secondary Education from 12 to 16. Age of consent is 15 in Sweden, and we get proper sex ed before that. We also have youth centers everywhere you can turn to for free help, no questions and asked you can even be completely anonymous. Even if your parents asks if you've been there, they are enforced by law to keep quiet. They also hand out free condoms. This, in my opinion, is how you handle it. Teens are going to have sex regardless of what the laws says. It's better to help them and make sure they do it in a safe manner than taboo it.

I feel like 16 is OK for something for sex, but 18 is good for a long term investment like marriage.

By an average of 1 to 2 years, iirc. So at least from a medical viewpoint, 18 years is developed alright. And indeed, a marriage between two persons should only alleviate stress, like financial stress.
