Reagan increased tensions with the USSR by raising military spending to 7% of the GDP during his first term so the USSR raised theirs to 23%. When Gorbachev came to power in 1985, he tried to reform the economy because of stagnation and Reagan and Gorbachev signed the INF treaties. Gorbachev abandoned the Brezhnev doctrine causing revolts in many Eastern Bloc countries. This, combined with Glasnost, Perestroika, and an attempted coup led to the collapse of the Soviet Union.
