For everybody not being able to upgrade to Windows 8.1 trough store You need to install update KB 2871389 in windows 8. Microsoft website says KB 2871839 but in the Windows Update manager it's KB 2871389.

Well it does mention it but only through the PC issues thing for which I've turned off notifications because it likes to keep telling me I've disabled Windows Smartscreen, and disabled automatic update installation. Very nice that windows defender updates are also only shown in that thing which means I'm not always up to date on virus definitions as well.

Search for "Windows Update" in "Setting", and see if there are any you need to grab.

Searching for updates, and installing the one it found (something for windows defender), then restarting made the 8.1 update appear in the Windows Store.
Yeah I had to install one of the "optional" updates to get it to show up on my system. Just install all the updates for Windows you can if it's not showing up.

Well strange, i have literally ALL the updates (Important and optional) installed on my laptop running Windows 8 Pro with Media Center and there's still no Upgrade Windows stuff in Store.

I did get rid of Media Center, by reinstalling windows 8 :v: Media center made the camera app not able to use my build-in webcam (among other problems which I forgot about) so I don't really plan on installing it again.
