Either idea is absurd. In any case, Uganda isn't some sort of exporter of homophobia.
Uganda has a few problems causing this: 1. A fairly large AIDS/HIV issue, which is blamed, due to quite a bit of propagandizing, on homosexuality. This causes a hatred for this based on the spread of disease. 2. An extremist Christian viewpoint given by European control during the imperialism times as well as a large missionary influence. 3. Being an utter shithole of a country anyway.
