Ossetia wants to join Russia, but they are technically part of Georgia. Georgia moves in on S. Ossetia to try and take back the region from seperatists. Russia supports the seperatists and retaliates in defense of S. Ossetia

I.E car bombings, gas attacks, civilian casualties, etc, etc.

They needed passports Chippay, and if they don't want to be part of Georgia, Russia is the most obvious place to get citizenship, regardless of whether or not the UN approves.
