When mass groups of foreign citizens are part of an organized rebellion against a government, and the military comes in to quell the rebellion in the interest of maintaining peace, that's still no reason to launch an invasion. There were a lot of crimes committed by the Georgians, yes. But the Russians could have avoided thousands more unnecessary deaths and injuries, as well as the massive movement of refugees from Ossetia, if they would've done the right thing and called in, say, the UN's Peacekeepers to evacuate citizens, not to march an invasion force into the territory.
