Well that was the idea, but a lot of Tory backbenchers are revolting against the idea so possibly not, certainly not within 9 months like Gordon Brown promised.

Well, I meant, if Scotland has the ability to make decisions on all of those issues, is this something that is also done for Wales and Northern Ireland?
Also, would this have any impact on Commonwealth nations, or would this be something that's limited to the British Isles?
I'm a Canadian living in the US, so all of this is a little weird to me.

Wales and Northern Ireland both have some devolution as they both have their own small parliments - but I believe Scotland has some additional powers.
