If Lebanon were to be annexed by Israel, they know that the support by the US Government would be lost. They wouldn't do something so drastic. Both entries into Lebanon were not to annex the land. Annexing is the act of claiming land as part of a country or State. Israel have twice attempted to rid the northern border of Hezbollah. While I'm willing to say that the most recent operation was not completly successful, the border has been mostly ridded of the rockets that were being shot.
