It's because Western society is predominately Christian eversince it's establishment in the Roman era (which they broke nude statues probably like the one in question which ironically shows how old Christian habits die hard and it still remains) which is where the main problem lies.

I don't think any developed nation is as anal about nudity as USA though. I'd wager nowhere else in the world would an exhibit of antique statues be labeled as sexually explicit by any officials.
