Why can't they just use group policies on their domain and install them onto the computers all at once?

Certain departments only want IE6 to do a small amount of specific things. Some software and/or tools only work on IE6. It's NOT that simple. Universities don't use IE6, we're talking about government departments. Works & Pensions, Councils, etc etc. It's seriously not the same between IT and MI5. Even if it was, we're talking about tens of thousands of computers, if not hundreds of thousands.
send a memo out to all workers with a computer to download firefox/chrome, set a deadline, done. If they are technologically retarded give them a link to download firefox/chrome.

Remember this is the old government we're talking about. Anyway, as it keeps being said it isn't simple. If there's even the most minor of piss ups the departments are going to end up with real problems. If an issue arises with benefits, pensions etc shit's really going to go down.
Seems like the Government is populated with 56 year old grannies who ask "Am I downloading a new internet?" for every browser update

So it cost taxpayer money to press the download button? I understand you need to pay someone to spend their time to download it but just get supervisors or whatever to do it, takes about 5 minutes.

If I recall correctly from what I have read about this in the past, Governments and large companies use very old technologies for their internal sites which simply do not work in modern browsers. So it isn't just a case of upgrading the browser, the things which only work on IE6 would also need to be upgraded. Not to mention just installing a new browser on thousands of machines would take ages, and then having to train possibly computer illiterate users on something completely different. run a script to silently install firefox from a network share. You could do that remotely for every computer they have at the same time using security policies for example. Hell, they SHOULD have it set up to that windows updates come off of a single server instead of downloading the same update X times. Just use that.
