AEC estimates that only ~7.2% of Australia's eligible population are not enrolled, which is around 1.1 million people, not 8 million...
Whilst I'm not an aussie, I don't neccessarily think this is a bad thing. True, it does suck if you've got no electricity, gas or you've been forced to evacuate for a few days yet surely that money would be better spent on those who have actually lost property, loved ones and been traumitized by the incident?

Thing is, people may be unable to work while they are evacuated or they are susceptible to running out of food and water while the utilities are down. A little money goes a long way to making the process less painful, especially when people are living paycheck to paycheck. It's not sucking money away from people who have lost their house anyway since they are always going to get compensation regardless of being evacuated/without ultilities. It boils down to the Liberal party being stingy bastards in times of crisis.
