So... just sink the ship. Seriously. You think humanity learned its lesson the first time with rats and disease... lets not chance it again. shoot a torpedo at it and let the rats drown.
Reminds me of [url=http://www.mrpaap.com/docs/Three_Skeleton_%20Key.pdf] Three Skeleton Key. [/url] I remember reading it for a low level English class several years ago, and thought of it instantly when I saw the title. Basically a ship of rats crashes onto a lighthouse and they all attack the men stationed there, who either die or go insane. Has a nice atmosphere to it, though.

Any number of reasons. The sea is a dangerous place, and it doesn't pay to take chances with it, even in mild weather.

Rats can swim. Even if most of them drown, the survivors will just find a way to land. Since they're cannibals, why not get a bunch of rats, stuff them with drugs/poison, and dump those rats onto the boat? That way, the cannibals die while gorging themselves.

Well, I mean then you would have a boat full of thousands of dead poisoned rat corpses AND diseased cannibal rats. Which seems like a very Dexter's Lab solution to the whole thing, I'm in.

You know, if it runs aground and the rats cause an outbreak of some kind, I think the Canadian authorities who let it loose should be held accountable for just going "not our problem lol" and cutting it adrift instead of sinking it.
