Congress is pissed that they weren't fully briefed, the courts are pissed that they were lied to, civil rights watchdogs are pissed at the violations of civil liberties, and other intelligence agencies are pissed that they were kept in the dark when the NSA is supposed to be sharing information and methods. Right now all these groups are discovering the extent of the damage, and when they're done it's going to look like a piranha tank, with the NSA playing the part of the hapless hunk of meat.
