The only thing actually bothers me is whether he'll get punished by the Law or not? I mean, will he get arrested or something like that?
No he won't, because it was an accident? And I'm pretty sure it'd be mentioned in the article. He's receiving psychological help which makes it clear it was an accident.

It's another story completely if they'll actually judge him guilty, probably not, but I've seen crazier stuff happen.

It didn't just hit him in the neck. The spear penetrated the side of his head through the skin where it went on rupturing his major artery.
I think it depends on the circumstances. I'm sure people aren't allowed to throw javelins whenever they feel like it, and the story says the old guy was going out to take a measurement. So it could be that this 15 year old decided on his own to make a throw, if that's the case then there might be negligence. It's also possible it's a pure accident. For instance, maybe the 15 year old wasn't even trying to throw in that area but made such a poor throw it went off course.

The kid made his throw, and the official rushed in to take the measurement before the javelin had landed.
Then it's not the 15 year old's fault. Maybe the old guy lost sight of the javelin in the sun or something.
To have done this on purpose he'd have to have amazing aim and movement prediction, so he hardly intended for this to happen He did what he was supposed to, the judge didnt and an accident happened
