You're talking about Gough Whitlam right? That's hardly fair.
Gough Whitlam eliminated military conscription and criminal execution, implemented universal health care and free education at universities. He also introduced various legal aid programs. The only reason he was removed from office was because Malcom Fraser, the opposition leader controlled the senate and blocked the ALP from passing appropriation bills. Dick move in my opinion.

I fucking loathe how the government blames people seeking asylum for things like water prices going up, or overcrowded public transport.
Surely the system isn't so utterly fucked that 3,000 more people distributed around the entire country are going to make it collapse?

They obviously need to do background checks into the people wanting to come into Australia. I personally don't believe numbers would be a problem, but ensuring that their background is not going to create any problems is essential.

The scrutiny is done through the embassy, which normally would have direct access to legal and intelligence files. But of course I assume is someone is willing to risk their life by crossing on a leaky boat, the situation is bad, however that is still not a viable source of their rationale behind coming to Australia.

I believe only if you are from certain countries.
Besides, the only real terrorist threat to Australia is JI, and their SE Asia cells are having enough trouble as is just trying to stay above water, with Indonesia kicking several shades of shit out of them.
One can only hope, but one can also never be too sure.
