No it isn't, in most of the world displays of affection are not demonised. Being a part of X culture doesn't give you some kind of license to practice or uphold customs which are objectively unhealthy. As I understand it arabic countries have retained the most backward, religiously dominated society in the world. Things like the systematic oppression of women are "normal" in a lot of places, but you can't condone it just because it's tradition somewhere.

You do realize the irony in trying to force people to not force people to do things, right?
Even if this dress code wasn't backed up by institutionalized oppression of women it's still really stupid to expect people to dress from knees to shoulders in 45°C WEATHER
While I agree that woman and LGBT people shouldn't be killed or demonized, I think it's a little hysterical to bring that up in this situation...

It's an argument about "respecting culture". It's perfectly reasonable to bring this up rather than just ignoring the downside of considering every culture correct.

Actually like mentioned before, you're better off wearing something that covers you which is thin, that breaths with light colors unless you enjoy sunburns.

It's actually almost completely the opposite of reasonable.
The group of people saying you might want to cover up your body with clothing because it's really hot and a lot of people in that culture see that as the norm are not the same people who say you should stone homosexuals and oppress women.
Once again, if you don't cover up your body in that heat you're gonna get serious health problems. They haven't covered themselves up historically because of some hatred for woman-kind or humanity. Get real, people.

Why do you have the right to tell them what to do? In what way is your culture objectively better than theirs? How would you feel if for example, the people of the Gebusi tribe discovered the internet and came on here and told you you were inferior to them because you don't cum in little boys mouths to allow them to have children in the future?

I have a better example, what about a culture that thinks left handed people should be put to death? Do you think that culture is on equal footing as one that doesn't think left handed people should be put to death?

Personally, I think that culture's making a mistake, but to assume ours is objectively better than theirs because of that is naive.
In America we put people to death constantly, and countries like yours don't, that's fine for both of us. Personally, I would like to see that stop, but that's OK because it's my country, and I can say what I want about my culture. If the people of Qatar want to wear different clothes, that's up to them, but they're happy with things the way they are, so who are you to judge?

Crazy idea but perhaps it's possible to think that things like clothing and rites of passage are just fine as cultural ideals while genocide and gauchecide aren't.
