It depends who's drawing, don't generalize
if you look at them you'll see they do have asian features

Well it really depends which one you watch. In the same way western cartoons have relatively different art styles, the same is true of Anime.

Princess Mononoke was pretty good if I remember correctly. They actually hired talented actors and redid some of the animation to make the writing seem better in English. I don't watch anime much so I can't say for sure.

Admittedly I don't remember any specifically japanese topics in the akira animation. Sure it was situated in a future version of Tokyo, but the general setting felt like your standard low grade cyberpunk.
The premise would work just as well in any modern city with a strict rich poor stratification. To be completely honest I also find non-asian actors (either black or caucasian) to often come off as stronger roles in sci fi. There's just certain mannerism that most asian actors never seem to be able to pull off.
In retrospect the perfect city for it would be something like Novaya Moskva.
Somehow I get the impression that a US situated Akira would have manhattan more akin to the world of Soylent green
When they turn an anime into a live action film, it sucks. no exceptions.
