I think he means, why is the baby at the Government meeting in the first place. Why did she bring the kid instead of hiring someone to look after the kid?

I highly doubt she was in so much of a rush that she HAD to bring the Kid just so she can feed her.

I don't really mind if people breastfeed in public but bringing a kid to a Government meeting seems...really out of place and downright stupid.

If the kid is sleeping and people get in a heated debate, it will wake up and cry and disrupt the meeting.
Or if it Vomits there will be a mess in the meeting for a while.

I get people coming in to the cafe I work at all the time and breastfeeding their babies, it doesn't bother me at all (tho I really wish people wouldn't bring babies in to cafes because they're loud as shit and make a mess)
