Yeah his clothing was what made me assume he was a spectator, but I've been to races were people wear similar clothes with the number simple pinned on. So I wasn't sure.

You know what bothers me about this.
The person taking the photos. I see a guy, lying on the ground, no legs, and a guy just holding a camera clicking away. Anyone can put on a tourniquet, which can save a life easily.

With all the help they had available, someone had to do it. Without photos, how will we be able to remember and chronicle such events if there is no visual record of it?

If my profession is photographer and I have no medical expertise and there are hundreds of police and medical personnel running about helping along with many civilians as well, I would probably feel the best thing to do is save the images for posterity.

Funny thing is, there are not enough medical professionals running around, but there are enough amateur photographers, and if you're in the thick of it, you put the camera down, and start doing what you can do, or GTFO.
My marine friend's girlfriend lives in Boston. Fortunately, she was a mile away from the explosion, although she did hear it. I guesstimate that my friend's first words when he hears about this news will be/were "Oh shit". The worst part, by far, is the not knowing, especially since they shut down cell service to prevent remote bombings. My friend had to be worried about her.

If you have no medical expertise you shouldn't be trying to play doctor unless there's absolutely no help around. Which there were plenty of medical staff and police officers around giving out aid already.

Verizon and I think it was Sprint both denied shutting down service.

Putting a tourniquet on isn't playing doctor. its something they teach you in basic first aid.

But really to be unexpected. People do two things: stay and help anyway they can, or they run and hide.
We have good samaritan laws in place for a reason

Exactly, it's not like they are giving them CPR or the like. Some of these people lost entire limbs; At that point you need an EMT if they are gonna have any real medical hope of surviving the trip to a hospital; not a first aider.
I don't mean to say that John or Jane Doe should just stand in horror and do nothing but, realistically there is not a lot they can do medically but a compassionate hand can indeed make a difference one way or the other.

i though it was common to know, close a hose with some pressure and it prevents the fluid to come out.
