Might have to pass on this honestly, seeing as I already got most of these games in the THQ bundle a few Steam sales ago. If only they were offering non-Steam and/or multiplatform versions of the games.
That said though, this is a great deal for anyone who doesn't already have these games.

I think the $1 minimum is due to the fact that they're using steam keys, and there's no other way to download the games.

No, it's because otherwise it costs them money since they have to pay paypal etc a fee per transaction.

You can select PayPal and it can bill your card without making an account.
