If that was the case then they would've started charging $1 minimum a lot earlier, they started doing it when people started using humble bundles to make multiple steam accounts with games on them cheaply.
In fact, I thought you could still pay under a dollar if you wanted in the last bundle, you just wouldn't get steam keys or the above average games.
