No, you can't.
If you think "making arrests" is a method of crowd control then you simply don't understand crowd control. The point is to drive people from an area, not corral them to round them up. If the primary goal is a mass arrest, then the primary goal is a mass arrest, but it has ceased being crowd control and become application of force pursuant to arrests.
Try to think about this logically. People panic. You hit them with tear gas or pepper spray or march in a line, they will back up/scatter or push forward. Arrests are supposed to be about putting one or a few (outnumbered by officers) person(s) safely into a position where they cannot resist you, at which point you detain them. In this sort of situation, they can't do that.
I am so mad. I wish I had more to say, but I get so distraught when I hear about unlawful police action.

Three possible outcomes. Media blackout. No one finds out the real damage and nothing is done. Second. They post videos of this and people through wanting to gain balance rise up in violence. Third. People are afraid of police, America effectively becomes pre ww2 Germany, a police state.
