The NYPD just doubled the amount of people that are going to be there on the 17th, if that is indeed the case.

No, that's dangerous because it would block emergency vehicles.
Best way to block a road is with lots of people - it's hard to remove by force but is able to open up if something like an ambulance needs through.

You can arrest and tear-gas bomb people. It takes a good hour to move ONE car, let alone 10-20.

That's what's being shared on social networking sites, I personally couldn't tell and know nothing about the districts in those areas.
