Thank god this is an hour away from my family who live in Cali, absolutely terrifying though for those involved or near. Hopefully 12 losses is all that will happen by the end of the day, my thoughts to the family and friends who lost someone though...

The article mentions that this is "around the corner" from a Planned Parenthood, but that could mean anything from a few hundred feet to a few miles, and even then if the shooting is not location on the grounds of the PP then I don't know that it's fair to immediately assume it as the target. It's digusting that this is happening yet again in either case. Terrorism just can't cut the world a fucking break.
I'm sure the shooter will be caught within the week and then NBC will broadcast the shooters lifestory to the nation and some other retard will get an idea.
This is a very urbanized, dense, and high crime area. I really wouldn't be surprised if it was gang related. If it is an actual attack of the Regional Center, then I can't even imagine the sadist that this person must be.

These types of situations often move into unrelated buildings. It's just such an odd place to specifically attack. I haven't heard of many gangs who wear body armor and go on public rampages just for the hell of it. Civilian deaths as a result of gang violence tend to be either singled out targets for initiates, theft, and intimidation, or "accidental" as a result of being caught in the crossfire or otherwise killed for being in the vicinity of their primary target, and given the choice of target neither of those feels appropriate. I'm not expert and further information may reveal more, but it smells a heck of a lot more like "rampage shooter" than "gang violence" to me.

Bizarro cartel incidents in Mexico, like Juarez or something, even that's super rare.

There just doesn't seem to be a good alternative. I doubt it's a political attack since the place they're at isn't political in nature. It seems like it's not a suicide attempt because the guy has gone out of his way to make himself hard to kill with body armor. Gang violence just seems like the only thing left. Really, there's no reason to guess yet, though. I'm sure we'll find out soon enough.

Most people with mental disorders do not go on mass shootings, even in America's broke ass health care system. It's just an attempt to shift the conversation away from guns.
