It kind of is, especially if you consider how they tried to tie it all together in MGS4. Plot's a bit of a mess overall, but the characters are really what makes MGS great.
Its certainly complex compared to most other franchises but its not as confusing and convoluted as people make it out to be. Its perfectly understandable if you pay attention and listen to the codec.
There's something distinctly Japanese about Metal Gear Solid that I don't think would translate over well as a pure American movie. The games have that understanding that they're sort of a Japanese artist's perspective on American culture.
I just think a straight American adaptation would be closer to Splinter Cell than Metal Gear Solid.

Again, I'm not saying it's hard to understand. I'm saying that precisely because Kojima wrote each game without planning to make a sequel/prequel/whatever, the story is far more convoluted than it should be, and it may not lend itself well to a cinematic medium.
Metal Gear 1 could probably fit as a prologue. That's how I imagine a movie could work.
I could see combining MG1 and MG2 for the sake of a movie, since the plots are pretty similar and "Big Boss is actually a traitor - and Snake's dad!" is more compelling than "Big Boss made another rogue state and another Metal Gear".

You could sum up the plot of the MGS series as "Various factions try to fulfill the will of the Boss, often with the fate of the world in the balance."
It would be leaving out a lot but it really isnt much more than that

The way I see it, the movie would start with a condensed version pf Metal Gear 1 (or just start near the climax of the story), Outer Heaven blows up, and the opening credits roll. Cue Snake being brought back out of retirement by Campbell for Zanzibar Land.

It's way more understandable than something like Kingdom Hearts, it's just got so much dialogue and so many little details that it's easy to forget or overlook some things.
Kurt Russell is old enough to play Big Boss.

and Michael Biehn is old enough to play Old Snake

The plot of each individual game isn't especially complicated, but the franchise as a whole definitely is, and the transitions between games can be awkward. I remember going from MGS3 to Peace Walker and not understanding how or why Big Boss and Zero are now enemies, or where this Miller guy came from- there's a lot of extremely important events happening offscreen that can be hard to follow.
In any case, while I'm not excited by the prospect of yet another videogame movie, I have to say that my experience playing MGS1-3 was basically 'put up with awkward stealth gameplay until I reach the next cutscene' repeated ad nauseum. Of all the franchises to adapt, one that is primarily notable for its story rather than its gameplay is probably pretty well suited to the conversion.
To nail a MGS movie you need it to be serious and cool but it's gotta have a certain level of cheesyness otherwise it's not really MGS
The Director needs to ignore all input from Konami and just get Kojima involved.
Considering how pants-on-head retarded and bitter Konami is they'd never let him within 500 feet of the movie studio.

Luckily that's kind of the trend for action movies now, so the style shouldn't be too much of a problem.

he actually recently visited the KojiPro studio

Uh maybe that's because you're not suppose to go from MGS3 to Peace Walker? You play Peace Walker after 4 and you obviously didnt play MG1 or 2 since Miller is in MG2 (and to an extent MGS1) also Peace Walkers tapes explain how Big Boss met Miller
