If this is something people are planning to sabotage the market by, then I would think it would work out. Though given the kind of rebound rate this type of event had, you have a small window. Depends what kind of thing people are planning on pushing into the news feeds I guess.
Though if the plan was to release fake news, then the rebound will likely be fast and to normal so probably buying when low would be a good idea. But if it's true news or something like whistle blowing, then I think shortselling would work good there.

Which I should have said earlier, It depends on what you're planning on releasing. if you say the president got injured which can pretty quickly be verified, but if it's something like a reported oil catastrophe or something that takes some time, it will take some time for it to come back up.

It could mean closure of trade with some nations, problematic diplomatic ties with others, a lot of executive sitting down since it cannot act without presidential orders for a while and a slew of other stuff.

that reaction clearly was done by automated stock-bots that are programed to sell when strange news comes out, it crashed for less than 1 minute, too fast for real traders

People sell at certain values, and people put up offers to buy when a stock hits a certain value. Most sales are automated due to these preset offers, while there are those that trade manually by following the news and such. You can buy stock either in person at an exchange or online from the comfort of your own home.
How to crash the worlds economy,
1. Hack major news sites
2. Change news to show nuclear explosion in Pakistan, and reports of missles launched
3. Watch the world burn
For every one saying "how amazing it would be to buy those stocks when it dropped and sell them right as it jumped back up" if you had $14,560 to buy just ONE stock, you would have made a grand $250. Not that much in proportion to the cost of the stock its self.

As long as you didn't cause it there is nothing wrong with buying stock if it happens. If you cause it and buy stock I am pretty sure its insider trading.
