To show that the attacks were useless and that there is no fear of terrorism since everything got back to normal only ten years after them. That's a better idea than doing big mourning ceremonies every year.

They started work on freedom tower in 2006, and its expected to be completed next month actually. so it would take 7 years to finish. They finish one floor per week roughly.
