I wouldn't be surprised if he is. At this point, only his hardcore supporters are happy about his shenanigans with China. They seem to think that this'll somehow lead into the Philippines developing and not being a third world country anymore.
I'm guessing he's doing this because the US would get in the way of him assuming supreme control of the country while China and Russia are cool with dicatorships.
The US is cool with them too as long as they do what they say.
i'm surprised he didn't even wait for the election to be over before starting this pro china move, it would make a little more sense
