In American media, China is portrayed as being fairly aggressive in the region. Convincing the leader of a country that they will have your support in exchange for water rights is a reasonable move. If you look into the history of the Cold War between the US and USSR, you'll see lots of times leaders played the two superpowers off against each other. Cozy up to the US, get what you can. Then the Soviets try to gain your favor and you get what you can off them. He could be doing the modern version of this. Play the US and China against each other for Philippines' benefit. The danger of course is if you piss off someone very powerful, they could have you removed from not just your office but from this planet.

That is a logistical nightmare for a big scale war ready to happen, especially if nation you are in war with has a big enough navy to even partially block your purchased weapons and ammunition. Syria for example is pretty high, yet most of it's weaponry is old Soviet weaponry and their uses outdated mid-Cold War military tactics and strategies, their conscripts get no training and are basically getting defeated by poorly trained militias and depend heavily on foreign militias and Russian air support. Syria just had a massive Cold War stockpile to fight a war with Israel, only that Israel laughs back at that and turns Syrian weapons on frontlines into a scrap metal in matter of days whenever they are war.

Isis constantly trains fresh troops and although they are clearly on the retreat those fresh troops do get fielded to effect, to be blunt and disprove you... if they had more of them they would not be losing atm.

It's like how we ditched the reliable L1A1 for the disaster that was the L85, which still has a score of flaws even after H&K refurbished it.
