On my plane to the United States I was given the same form and it also included questions whether I'm going to do money laundering, drug trafficking, and other criminal activities. I spent a lot of time trying to figure out why would anyone, criminal or not, would tick "yes" and thought it was some sort of trick question and anyone who answered "no" would get searched more intensely by the TSA.

News flash, the FBI doesn't handle immigration. If they were as incompetent as some people here seem to think, we wouldn't even know about Al-Qaeda immigrating in the first place.
If someone immigrates to the country who shouldn't have, it's because of the USCIS, CBP, and ICE under the DHS, EOIR under DoJ, the DoS itself, and ORR under HHS. The most the FBI can do is catch the people after someone else lets them slip through the cracks.
