He put the ring as the paramedics was trying to keep her alive, so technically he proposed to a almost dead woman, then she died.

I must have read it wrong, I thought it said that she was long dead before help got there as it had been an hour so surely the paramedics were trying to revive her and she was already gone? Ah well I am too tired to re-read now.
