UK: Liqueur chocolate law is scrapped - meaning under 16s can now buy them

My English teacher went to Italy, and brought some of these back for her co-teacher.
The co-teacher thought they were just regular chocolates (I think they were in a box) and when she ate one during the school day (between classes, I didn't witness it, but I'd have loved to.) she freaked out because there was booze in it that she didn't expect.
In the US you have to be 21 to buy these...

Gotta be 18 to buy plastic knives in AUS too, not forks though go figure.
FYI liqueurs are different from liquor in that they are usually mixed with spices, herbs, cream, sugar. So the usual proof of a liqueur is about 30-60. However, technically you can call anything you want a liqueur, providing it is alcohol based. They could be less than 10% abv and it'd be fine. Nothing this small is going to do anything. If it were liquor, and you ate A LOT, maybe. Honestly it's just efficient for the company, spirits help to not spoil product, and the fact that part of the content is (probably) cheap grain spirit/shit brandy, make it incredibly cheap to make.
Also there are a few liqueurs that are outliers. If there were chocolates filled with green chartreuse I would never go to a bar.
