None of the above posts satisfy my point. All above posts assume that "The Services" are Oculus' infrastructure solely. "The Services", however, includes the device itself (physical goods); meaning that Oculus has rights to your stuff by submitting it to "The Services" (i.e. submitted to the headset itself, i.e., the software was developed on the Rift). This means that if I make an app on the Rift and I sell it on my own personal storefront, and I never touch Oculus' servers or systems or websites, Oculus has rights to my software.

How would you develop the software on a VR headset?
By simply using the Rift for testing and development. As long as the software at some point existed on "The Services", they have rights to it.

Content must be submitted to the service for that to take effect. The actual hardware doesn't contain an IDE to write your game, you're not using the device to run the game either. You're overthinking it.
Services isn't the hardware, its anything their website and software offers.
