If he travelled back in time, then you'd still arrive at a point where there was no law in place. Sure, the time line would branch off in a different direction just because you were there, but to all intents and purposes you'd still be at a point where there was no law put in place.

That means that if you some-how managed to return to your own world (Which would arguably create a fork at that point as well, but I digress) any action you performed in the past would go unnoticed.

Technically he still would have visited a part of the timeline where it was legal to time travel, and therefore would be able to travel to any time he wanted before the second that the law was instated?
