They spent two days dropping pamphlets telling everyone to leave a week before they dropped the bombs. However, the Japanese government just threatened to detain and fine anyone who picked them up. :(

It's hard to blame someone in that situation, plus the people around the Reuters reporters did have weapons on them, the Reuters were not properly identified as press (which they really should have been), and there was a small arms conflict in the area previously. See how messy it is? It's hard to put blame on any one person in that situation. But leaking classified video is against the law, so even if the subject matter was controversial or whatever, the leaker broke the law clean and simple so he gets punished also.

The van however is not, as they were clearly not presenting any immediate danger, which is the standard you follow when deciding whether or not to fuck someone up with an Apache. And I know that the guy should have gotten in trouble for leaking it, I'm just pointing out that they clearly are more willing to cover up and intimidate people from exposing their men than they are to actually addressing the issues.
