Of course the ISAF and Afghan government are aware of the Pashtuns and their organization. The United States has been doing this since the beginning. This is why there is a lot of outreach and integration in decision making to villages and village leaders while we've been operating in Afghanistan. We are already very aware of of the ethnic diversity and cultural differences between the different ethnic groups of Afghanistan (Pashtun, Uzbek, Tajik, etc.)
