Perhaps not; Microsoft is finally dropping official support for XP very soon and Vista upwards all support at least DX10. Probably not even that many graphics cards out there that can't at least do DX10 anymore either; my card (5770) was a budget one back in 2010 and even it already runs DX11.
Buy an Nvidia 800 series graphics card to unlock all those sweet DirectX 12.1 features in Battlefield 5.

Only Nvidia's lower level CUDA-based OGL calls and (thus) 6xx and higher cards support what Carmack is on about. It's also very incomplete. Also Mantle works with both APIs not just OGL if I remember correctly?

My prediction is throughout the next few years, DirectX and OpenGL on desktops will not be favoured over lower level GPU manufacturer APIs (this is already the case for major engines built for consoles).
It's up to the manufacturers to battle it out over better and bigger lower level APIs, which will in turn get built upwards and downwards further to replace DX/OGL as it gives the developers and manufacturers more control. The GPU is capable of standing on it's own now, it doesnt need 3rd party APIs.

Mantle would be a whole new API that can be implemented by any vendor, but maintained by AMD. Not something that interacts with DirectX or OGL. That would be quite an arse to make due to compatibility between cards and vendors. At least with DirectX and OGL offering their own versions of this the compatibility is a bit less of a shit to manage.
As for lower level vendor APIs, no, not again. We had that shit earlier in computer graphics and it was a nightmare. It's the whole reason we have DirectX/ OpenGL today, to stop that shit from happening again.

Why are all of you upset about just buying cards? DX is primarily software based iirc. I'm sure every 7 series card will be fine with dx12 as long as you have the required OS

Here's hoping windows 9 is amazing. Because otherwise I'm going to be the next wave of XP users and still be on windows 7. I like 8, but I like 7 more still, better compatibility with older software.
I was just about to buy an ATI Rage Pro Turbo. Glad I held out.
If win 7 gives me the first bsod ever, I could try Win 9 but as it stands there's no way I'm replacing this. XP has litterally given me a total of 7 bsods and many many freezes and that was from clean re-installs too.
Considering the XBOne logo is on the page, there's a possibility of it being a software update. (xbox one uses 11.2)

Since Snapdragon S4/Adreno 225 (Q1 2012). Obviously Android can't use it because it's Linux, but Windows Phones like the 8X use it.

Windows Phone. It doesn't use OpenGL ES (the industry standard for graphics acceleration), it uses some version of D3D9.
It looks like this might unify the versions used on Desktop and Mobile, like what nVidia is pushing for with the K1. Except it is only useful on Windows unlike OpenGL and ES.

Considering games coming out now are still using DX9 12 years after the fact, I would guess that between 1-2 games will use DX12 within any reasonable amount of time.
