I'd imagine that the water pressure at the bottom of a pool would overcome the force of the substance and infiltrate the laptop. In other words, i have no idea, but it would probably be fucked.

Also he was right, this stuff is really dangerous if inhaled. In addition it causes a haze when applied to glossy surfaces and can be rubbed off fairly easily.
