Studies have shown that the killing of or hurting of animals in such ways leads to mental problems in later life. It is a stepping stone to more serious crimes. These people get a kick out of killing animals, and eventually it is no longer enough for them. She may be killing puppies today, but it has been shown that it can lead to murder, and serial killing.
It is imperative that we find the person for her own good. Yes, it is animal cruelty and is illegal, but also because she needs psychiatric help.

The "abuse" she did does not show any signs of mental illness. Because disposing of unwanted animals and giggling is not the same as torturing them or mutilating.

Does a sane person throw puppies into flowing rivers while giggling? It's a precaution, precautions are good. Technically, drowning puppies is torturing them because there's a long time from entering to death.
As to why Facepunch likes animals more than humans, we like to take the moral high ground.

Drowning is a long used method in disposing of animals. While not the quickest, it wins in price=performance ratio.
Also since they are puppies, they do not feel pain as an emotion, just physical reaction to body damage. It's like hurting a baby. It won't remember.
Not saying it's OK, but as I said, it's the most humane way to do it for cheap. And most people won't give out cash just to dispose of animals.
