Actually, I doubt that it'll get shot down. The government does the same thing with sex tourism (I.E., going to Tijuana to rent a prostitute and a donkey for a night.)
To be honest, I'm not sure how I feel about it regarding drugs. I understand the reasoning behind it, and I'd kind of want it implemented regarding some of the more dangerous drugs. But if it's mainly to get pot heads going to Amsterdam, I don't think it'll be worth it at all.
As well, I've got to wonder how far they'll stretch the phrase "planning to buy drugs." If someone goes to a country mainly to sight see, with no intention of purposely evading the law, but ends up trying drugs for the hell of it, will they be prosecuted?

eh sort of, in places in the south, especially Texas, its people that have messed morals and greed. They're more concerned with their own needs rather than the greater majority, and this is just a bill, not a law, it still has to be voted on, and I'm sure it will get shot down.
