I don't care as much about the actual law other than it's stupid and very hard to enforce. What worries me is, that for example if i smoke a joint with someone from USA here in my country and USA somehow found out. Will they then demand him handed over back to USA for punishment and can they actully do it? And what about if in the same example again smoke a joint with a US resident and we get caught by the danish police and get the standard fine, will the police then tell the american authorities so he can get punished twice?

It's actually not that unusual. As plans to commit a crime are criminal as well. And that even in the case the actual crime happens in another nation.
Typical examples of this are murder.
keep in mind thoughcrime is a different territory to planning a crime. A thoughcrime would be merely thinking about committing one. This is different in that that the perpetrator has already began putting motions forward that would allow him to accomplish said crime. (placing an order for instance)
