thats a fair bit of assumption isn't it, that she saw a plain clothes border patrol agent, recognized they were a cop in disguise, and ran him over to escape (because driving away is an outrageous feat compared to manslaughter)

a mother of five randomly deciding to run over a plain clothes police officer who isn't even looking for her seems just as mad, not that it matters because the point is either assumption is stupid

Entry wounds & exit wounds can determine the angle the shot was fired, proving/disproving the Officer's story. Other than that, there's hundreds of things an autopsy could tell them to prove or disprove the case.

I'd shoot to kill even if I did have an ammunition type capable of destroying the engine block, just because the engine is destroyed doesn't mean it won't stop whoever from pulling a gun inside or immediately make the vehicle lose momentum or swerve out of the way. The entire idea of minimal force in these situations is really unnecessary.
