diamond as a weapon is ridiculously inefficient; it's good as a tool for cutting things, but it would be terrible as a weapon like a sword or a club or something. it would likely shatter upon impact. hardness (which really just determines how sharp it is) does not mean it's durable; if you go and whack a diamond with a hammer it's gonna shatter.
that's why nobody has actually invested in a suit of diamond armour
as for the katana, it is incredibly sharp and you can indeed cut a man in half with the blade.. however, strength tests for it are done with a large pole instead of a regular hilt, thus rendering it a less effective halberd. as an actual sword, the katana falls short. aside from keeping the same design for 700 years, it was mass-produced because of how cheap it was. it was essentially a last resort of samurai, used extremely rarely.
I'm pretty sure this doesn't increase the cutting power of a normal razor blade [I]too[/I] much, it just extends the lifetime of normal razor blades substantially.

Diamonds are touch, not necessarily sharp. It could be sharp if the blade was pure diamond, and they could cut a diamond down to be that sharp because it is touch, but it is coated over the steel, which can't be cut that sharp.
