VM limit speed to stop heavy downloaders slowing the internet down during peak time (and to sort of force people to pay more). You aren't their only customer, and have to share with their other customers.
The conservatives are going to win but are still complete pricks.

"Majority of UK" will mean London, some other bits in England, nowhere in Scotland, Northern Ireland or Wales.
This country is shit for any kind of new technology, we need to rebuild everything if we want a good network.

This was in the Queen's Speech in December last year. Then they went on to announce Lord Mandelsson's Digital Economy Bill, which basically states that he'll eventually have total fascist control over the UK's internet and can permanently cut anyone off whenever he wants without any proof of piracy.
