This is russia we're talking about. I wouldn't be surprised at all if everything really was horribly behind schedule.

speak for your own country, the one in warsaw currently serves as ice-skating area
i mean it's not abbandoned, but the goverment desperatly tries to prove that it wasnt a waste of money
and they are failing at it
