It's worth noting that when Konami officially announced that Silent Hills was cancelled, they claimed that their contract with Norman Reedus was over. So maybe they are just legally unable to distribute something with his likeness. Just my theory. Maybe with the first image, the person who had it must have downloaded it when (if) it was a limited time PS+ exclusive, and that is simply the time their PS+ subscription expires and the system doesn't yet know that it's no longer exclusive.
