Use laser-safety goggles designed with an OD7 to OD9 at 532 nm (most green lasers lase at this wavelength). But they can't afford those (costs: $200-$400)

Hurt: No.
The intensity wouldn't be high enough to cause damage but temporary blindness. A month ago, I got a reflex of a 1.3 W into my eye when placing a power-meter into the beam-path. It didn't hurt at all, but I wasn't able to see anything at this spot for around 10 minutes. Anyway since it's a general procedure at our institute to contact a doctor if you are unsure if you took any damage, I got the result that nothing has been damaged.
So in fact, you can be blinded for several minutes without taking any damage.

I did read the post; I was replying to people who wanted a more powerful laser made.
Doesn't seem very cost effective since the main reason there are so many pirate attacks is that people don't want to pay money to have guns and guards on their boats. I guess it'd be useful for securing hostages and taking back ships though.

The costs for a cheap frequency-doubled Nd:YAG (532 nm) laser with an output of 50 mW (sufficient for blinding them not only temporarily) is a few thousand at max. Those laser-types can generally build a way more powerfull (up to kW if not freuquency doubled, up to hundred W if doubled)

Where is bad-reading when you need it. Has already been suggested and they transmit green light. They are meant for blocking UV-radiation generated when welding.
