It's morally completely wrong and something I would never do, but yes you probably can play games with steam in offline mode and then request a refund through your browser before logging back into steam so the server does not register the time in-game. Hopefully they've thought of this scenario and will e.g. disallow refunds if any devices are in offline mode.

I'm really curious how they will prevent people from disconnecting their Internet, launching a game and playing it for 13 days straight then claiming a refund from another device with the timer still showing 0.

I bought a gift version of The Forest for someone who proceeded to buy it on the same day so I requested a refund. I was told because I had personally played two hours of it, the gift copy in my inventory could not be refunded, despite the fact the gift had not been sent or used and was only 4 days old. The process apparently is not automated but there was a lapse in quality control when a damp sock was the decision maker for my refund.
make a steam support request and explicitly mention the gift in your inventory

Well shit. Tried to Request a $30 USD refund of Arma 2: Combined Operations from September 2012. Was lulled into getting it by a friend, it turned out ass and didn't work right (some strange gameplay functions were broken, idk why) Said it was past the 6 month limit for them to even have a look at it, so that sucks.
