The problem is, that they might still do a lot of harm before rest of the world could squish them for good, as extremist Islam thoughts promise them that suffering and dying for their goals (which are kinda dangerous to us) is the best for them. If they could create a moderate amount of atomic bombs with a proper carrier, they could wipe out millions of people before getting destroyed.
