In reality Putin is a power hungry soviet who ultimately would have no qualms ruling in the same manner as the soviet dictatorship. He's done great things for his public image though.

Vladimir Putin is a despot experienced in propaganda. Edit: Medvevev and Putin in are in a sort of a "power struggle" for now. For example they held two separate meetings at the same time making government officials choose between the "Putin's" and "Medvevev's" meetings.
